LEADERS, TIME AND AGAIN THEY EMPHASIZE THE NEED FOR THE UNITED STATES TO CONTINUE TO SHOW LEADERSHIP THROUGHOUT THE INDO PACIFIC IN ORDER TO PRESERVE THE FREEDOMS WE ALL ENJOY. WE WILL CONTINUE TO EXPAND OUR DEFENSE ACTIVITIES THROUGHOUT THE REGION, IN CLOSE COOPERATION WITH OUR ALLIES AND PARTNERS, WHILE PRESSING FOR EQUITABLE, ENSURING IT FROM THEM, AS WELL. I WILL TRAVEL TO EUROPE TO MEET WITH SOME OF OUR NATO ALLIES TO DISCUSS THE U. S. POSTURE IN EUROPE AND OUR ONGOING EFFORTS TO DETER AGGRESSION. I HAD THE OPPORTUNITY, AS MANY OF YOU KNOW, TO ATTEND NATO EARLY THIS JUNE WHERE WE DISCUSSED A BROAD RANGE OF ISSUE TO INCLUDE THE INF TREATY, THE STATE OF NATO READINESS, THE FUTURE OF AFGHANISTAN AND HOW TO ADDRESS CONTINUED MALIGN BEHAVIOR BY A RIDE. ON THE LAST POINT, I AM PLEASED TO ANNOUNCE OPERATION SENTINEL IS UP AND RUNNING WITH THE U. S., UK AND AUSTRALIAN WITH BAHRAIN JOINING US IN THIS EFFORT. FIRST, TO PROVIDE FREEDOM OF NAVIGATION FOR COMMERCIAL HIPPING SO VITAL TO GLOBAL ECONOMIC TRADE AND SECOND TO DETERMINE PROVOCATIONS AND AVOID CONFLICT IN THE REGION. WE REMAIN IN DISCUSSIONS WITH MANY NATIONS WHO HAVE A STAKE IN THE OPENNESS OF THIS REGION AND WE EXPECT TO SEE THE LIST OF PARTICIPANTS CONTINUE TO GROW. I AM ALSO EXCITED FOR TOMORROW’S ACTIVATION OF THE UNITED STATES SPACE COMMAND TO ENSURE THE PROTECTION OF AMERICA’S INTEREST IN SPACE. WE MUST APPLY THE NECESSARY FOCUS, ENERGY AND RESOURCES TO THE TASK. THAT IS EXACTLY WHAT SPACE COMMAND WILL DO. AS A UNIFIED COMBATANT COMMAND, THE UNITED STATES SPACE COMMAND IT’S THE NEXT CRUCIAL STEP TO THE CREATION OF AN INDEPENDENT SPACE FORCE AS AN ADDITIONAL ARMED SERVICE. ADDITIONALLY, WE ARE MAKING STEADY PROGRESS WITH SENATE CONFIRMATIONS AS WE CURRENTLY HAVE FIVE NOMINEES WHO HAVE THEIR HEARINGS IN THE NEXT COUPLE OF WEEKS. ANOTHER EIGHT ARE UNDERGOING WHITE HOUSE STUDY. FINALLY, AS A PERSON WHO WILL REMAIN FOCUSED ON THE SERVICEMEMBERS AND THEIR FAMILIES, LAST MONTH WE HAD A TASK FORCE AND IS NOW WORKING WITH GOVERNMENT AGENCIES TO DEVELOP A COMPREHENSIVE PLAN TO MEDICATE MITIGATE THE CONTAMINATION ON A BASIS. WE ARE WORKING WITH CONTRACTORS TO WELL MILITARY INSTALLATIONS TO ENSURE OUR FAMILIES ARE LIVING IN SAFE AND SECURE HOUSING AS THEY DESERVE. I MET WITH THE SERVICE SECRETARY JUST THE OTHER DAY TO DISCUSS THIS ISSUE. YEAR AFTER YEAR WE ARE PROUD THAT THE UNITED STATES MILITARY IS VITAL TO OUR SUCCESS. I REINFORCED THIS SHORTLY AFTER MY CONFIRMATION BY SENDING OUT AN ETHICS NOTE TO THE ENTIRE FORCE. I TALKED ABOUT IT YESTERDAY. WE ARE THANKFUL FOR THE TWO- YEAR BUDGET DEAL TO ENHANCE THE NDS AND PROTECT THIS GREAT COUNTRY. CONTINUING RESOLUTIONS ARE PART OF MILITARY READINESS AND STIFLE MODERNIZATION EFFORTS. AS SUCH, I URGE CONGRESS TO WORK TOGETHER IN A BIPARTISAN MANNER TO ENSURE THE DEFENSE BILLS ARE PASSED BY OCTOBER 1. WITH THAT, I LOOK FORWARD TO TAKING YOUR QUESTIONS TODAY. FIRST, I WELCOME THE GENERAL TO MAKE HIS OPENING REMARKS. >>THE SECRETARY DISCUSSED HIS NATIONAL DEFENSE STRATEGY. THE RETURN OF COMPETITION THAT IS ADDRESSED IN NDS CHANGES TO THE CHARACTER WAR LEADERS . WE HAVE BEEN SPEAKING ABOUT THAT FOR SOME TIME. THE CAPACITY OF FORCE RELATIVE TO OPERATIONAL COMMITMENTS, THE OPERATIONAL COMMITMENTS OVER THE PAST FEW YEARS HAVE OBVIOUSLY INCREASED. IT HAS CHANGE IN VIRTUALLY EVERY ASPECT OF OUR PROFESSION. IN RESPONSE, WE ARE ADOPTING HOW WE PLAN, WE SUPPORT THE SECRETARY TO MAKE DECISIONS, HOW WE PRIORITIZE AND ALLOCATE RESOURCES AND HOW WE ARE DEVELOPING TOMORROW’S CAPABILITIES. I WILL BRIEFLY TOUCH ON EACH ONE OF THESE AREAS. FIRST, WE HAVE SHIFTED FROM A TRADITIONAL FOCUS ON OPERATIONAL PLANS FOR SPECIFIC CONTINGENCIES. THE PLANS ARE GLOBALLY ORIENTED ON EACH OF THE CHALLENGES ADDRESSED IN THE NDS. CHINA, RUSSIA, IRAN, NORTH KOREA AND VIOLENT EXTREMISM. WE HAVE ALSO SCHEDULED A SERIES OF GLOBALLY INTEGRATED EXERCISES WITH PARTICIPATION FROM ACROSS THE U. S. GOVERNMENT INTERAGENCY TO REFINE OUR PLANS INTO MAKING HER DECISIONS. WE HAVE CHANGE THE WAY WE PRIORITIZE AND REALLOCATE RESOURCES ACROSS A COMBATANT COMMANDS TO ALIGN WITH DEFENSE STRATEGY. IN GIVING THE PACE OVER THE OPERATIONS OVER THE PAST 18 YEARS, WE PAY PARTICULAR ATTENTION TO ESTABLISHING A MORE SUSTAINABLE TEMPO. THIS ALLOWS US TO DO WHAT THE SECRETARY HAS IDENTIFIED IN HIS FOURTH LINE OF EFFORT. IT ALLOWS US TO BETTER TAKE CARE OF OUR PEOPLE AND ALLOWS US TO INCREASE READINESS. FINALLY, TO ENSURE WE HAVE THE MILITARY WE NEED FOR THE FUTURE, WE HAVE PLANNED A SERIES OF EXERCISES, EXPERIMENTS AND WAR GAMES TO BETTER INFORM HOW WE ADOPT THE FORCE WE HAVE TODAY AND FIND THE FORCE WE NEED TOMORROW. ONCE AGAIN, IN LINE OF THE NDS, WE ARE FULLY INTEGRATED OUR ALLIES AND PARTNERS INTO THE INITIATIVES I HAVE DESCRIBED. WITH THAT BRIEF UPDATE, THE SECRETARY AND I WILL BE GLAD TO TAKE YOUR QUESTIONS. ú>>THANK TO TO MR. SECRETARY, IT IS GOOD TO HEAR YOU WILL RESUME REGULAR PRESS BRIEFINGS. I APPRECIATE IT. A QUESTION FOR EACH OF YOU, IF I MAY. YOU MENTIONED IRAN AND OPERATION SENTINEL. IT HASN’T BEEN THAT LONG AGO THAT THE U. S. ALMOST WENT TO WAR WITH IRAN . THERE WAS AN ATTACK PLANNED THAT WAS CALLED OFF AT THE LAST MINUTE. IN RECENT WEEKS, IT SEEMS TO HAVE BEEN RELATIVELY QUIET. THERE HAVE BEEN NO SABOTAGING OF VESSELS IN THE GULF. I AM WONDERING IF THE CRISIS HAS PASSED? GENERAL? I ASKED THIS, GENERAL, KEEPING IN MIND THAT YOU ARE ALSO CLOSE TO RETIREMENT AND YOU HAVE SPENT A GOOD PART OF YOUR RECENT CAREER FOCUSED ON THAT. AT THIS STAGE, WHEN NEGOTIATORS ARE TALKING ABOUT GETTING CLOSE TO A DEAL THAT WILL CALL FOR THE U. S. TO WITHDRAW ITS FORCES FROM AFGHANISTAN, I WONDER HOW YOU FEEL ABOUT ESSENTIALLY WALKING AWAY FROM AFGHANISTAN WITH NO COUNTERTERRORISM FORCES ON THE GROUND, AS OPPOSED TO OVER THE HORIZON OR SOME OTHER FORM? >>I WILL GO FIRST. I WOULD ADMONISH YOU. DO NOT MENTION THE R WORD AGAIN. HE IS NOT GOING ANYWHERE YET. >>A MONTH IS A LONG TIME. >>HE’S GOT A FEW MORE WEEKS. ON YOUR FIRST QUESTION, BOB, WE ARE NOT SEEKING CONFLICT WITH IRAN. WE WANT TO ENGAGE WITH THEM DIPLOMATICALLY. YOU SAW OVER THE WEEKEND SOME REPORTING THAT THE PRESIDENT ONCE AGAIN HE IS MORE THAN WILLING TO MEET WITH IRAN’S LEADERS TO RESOLVE THIS DIPLOMATICALLY. THAT HAS BEEN THE PURPOSE OF OPERATION A SENTINEL, TO AVOID A SITUATION THAT WOULD GET US OFF THAT TRACK AND ONTO A DIFFERENT ONE. TO THE DEGREE IT HAS BEEN SUCCESSFUL IS GOOD. I AM NOT SURE I AM READY TO CALL THE CRISIS OVER YET. SO FAR, SO GOOD. WE HOPE IT CONTINUES THAT WAY AND WE HOPE THE PARTIES , THE IRANIANS WILL HOPE TO AGREE TO TALK. >>WHEN I THINK ABOUT AFGHANISTAN, TAKE ABOUT TWO THINGS. NUMBER ONE, WE DON’T WANT AFGHANISTAN TO BE A SANCTUARY TO WHICH THE HOMELAND CAN BE THREATENED AND THE ALLIES CAN BE THREATENED. WE WANT PEACE AND STABILITY IN AFGHANISTAN FOR THE AFGHAN PEOPLE. ANY OF US WHO HAVE SERVED THERE HAVE LONG KNOWN WHAT WOULD BE REQUIRED IS A NEGOTIATED PEACE SETTLEMENT, DIALOGUE LEADING TO THAT PEACE SETTLEMENT. WHEN I THINK ABOUT, WHEN YOU SAY WE WILL WITHDRAW, I DON’T THINK ABOUT IT AS WE WILL WITHDRAW. I THINK ABOUT IT AS WE WILL INITIATE AFGHAN DIALOGUE, LEADING TO PEACE AND STABILITY FOR THE AFGHAN PEOPLE. AGAIN, AFGHANISTAN SHOULD NOT BE US AND THAT SANCTUARY FROM WHICH WE CAN BE ATTACKED. THE SECRETARY MADE IT CLEAR TO ME THAT AS THIS PROGRESSES, WE WILL MAKE SURE THAT OUR COUNTERTERRORISM OBJECTIVES ARE ADDRESSED. I THINK IT IS PREMATURE. I AM NOT USING THE WITHDRAWAL WORD RIGHT NOW. I AM USING, WE ARE GOING TO MAKE SURE THAT AFGHANISTAN IS NOT A SANCTUARY AND WE WILL TRY TO HAVE AN EFFORT TO BRING PEACE AND STABILITY TO AFGHANISTAN. >>Reporter: QUICKLY, IN YOUR VIEW, WILL IT BE POSSIBLE TO ACHIEVE THAT AND PREVENT AFGHANISTAN FROM BECOMING A SANCTUARY WITHOUT U. S. COUNTERTERRORISM FORCES ON THE GROUND? >>I WOULD NOT HAVE BEEN STANDING HERE AS LONG AS I HAVE IF I WANT A GLASS HALF-FULL PERSON. I BELIEVE WHAT IS NEEDED IS SOME TYPE OF DISRUPTION TO THE STATUS QUO. I THINK AN AGREEMENT THAT CAN INITIATE ENTER AFGHAN DIALOGUE AND POTENTIALLY LEAD TO A REDUCTION OF VIOLENCE ASSOCIATED WITH THE INSURGENCY IS SOMETHING WORTH TRYING, PARTICULARLY, IT IS IMPORTANT TO EMPHASIZE THIS, ANY AGREEMENT WE HAVE MOVING FOR, THE PRESIDENT HAS BEEN VERY CLEAR, WILL BE CONDITIONS BASED. THOSE CONDITIONS ARE WHAT MAKE ME CONFIDENT IT IS WORTH TRYING. >>Reporter: JUST A FOLLOW-UP ON AFGHANISTAN, IS POTENTIALLY MOVING COUNTERTERRORISM OVER THE HORIZON, IS THIS ADMINISTRATION PLANNING FOR THAT? >>I THINK IT IS PREMATURE TO TALK ABOUT WHAT OUR COUNTERTERRORISM PRESENCE IN AFGHANISTAN MAY OR MAY NOT BE WITHOUT A BETTER APPRECIATION FOR WHAT THE CONDITIONS WILL BE. WE HAVE TAILORED OUR COUNTERTERRORISM PRESENCE IN AFGHANISTAN TO REFLECT THE OPERATION OF OUR ENVIRONMENT. THE OPERATIONAL ENVIRONMENT WILL CLEARLY CHANGE IN THE WAKE OF NEGOTIATIONS BUT I THINK WE HAVE TO MAKE ASSESSMENTS. I HAVE MADE RECOMMENDATIONS TO THE SECRETARY. WE HAVE HAD A CONVERSATION WITH THE PRESIDENT. IT IS PREMATURE TO TALK ABOUT ANY SPECIFIC POSTURE. TO DO HAVE A QUESTION, PLEASE. >>Reporter: GENERAL, I WANTED TO ASK YOU, I WANTED TO ASK YOU TO REFLECT ON THE ENVIRONMENT YOU HAVE BEEN OPERATING IN OVER THE PAST TWO YEARS. I AM SURE YOU SAW TODAY, SIR, THAT SECRETARY MATTIS ROAD, I, WE ARE DIVIDING INTO HOSTILE TRIBES, CHEERING AGAINST EACH OTHER FUELED BY EMOTION AND MUTUAL DISDAIN. BECAUSE YOU ARE THE PRESIDENT KEY ADVISOR ON THREATS TO DEMOCRACY, THE DEMOCRACY OF THIS COUNTRY, DO YOU AGREE WITH SECRETARY MATTIS, WHO YOU HAVE KNOWN FOR SO MANY YEARS, DO YOU AGREE THERE IS NOW TRIBALISM IN THIS COUNTRY THAT ESSENTIALLY THREATENS DEMOCRACY? AND, I WANT TO ASK YOU TO REFLECT, AS BEST YOU CAN, ON HOW YOU SEE PRESIDENT TRUMP CHANGING OVER THE PAST COUPLE OF YEARS IN HIS ROLE AS COMMANDER-IN-CHIEF. WE KNOW YOU DO NOT LIKE TO TALK ABOUT THE PRESIDENT BUT THIS MAY BE OUR LAST OPPORTUNITY TO ASK YOU. >>BARBARA, AS YOU KNOW, I HAVE WORKED VERY HARD TO REMAIN APOLITICAL AND NOT MAKE POLITICAL JUDGMENTS. YOUR FIRST QUESTION IS NOT IN MY LANE. HAVE WORKED VERY HARD TO PROVIDE MILITARY ADVICE TO THE SECRETARY, MILITARY ADVICE TO THE PRESIDENT, OTHER MEMBERS OF THE NATIONAL SECURITY COUNCIL AND MAKE SURE OUR MEN AND WOMEN IN UNIFORM HAVE THE WHEREWITHAL TO DO THEIR JOB. I WILL STAY IN THAT LANE. THAT GETS TO THE SECOND PART OF YOUR QUESTION, WHICH IS, I WILL NOT NOW, NOR WILL I, WHEN I TAKE UP THE UNIFORM, I WILL NOT MAKE JUDGMENTS ABOUT THE PRESIDENT OF THE UNITED STATES OR THE COMMANDER-IN-CHIEF. I JUST WON’T DO IT. >>Reporter: LET ME ASK YOU THIS. HOW DO YOU VIEW, BECAUSE YOU ARE THE ADVISOR ON MILITARY MATTERS, WE HAVE NOW SEEN TROOPS IN UNIFORM, ACTIVE DUTY, WEARING RED POLITICAL HATS. WE HAVE SEEN THE PRESIDENT COME INTO THIS BUILDING AND MAKE SPEECHES DISCUSSING THE DEMOCRATIC LEADERSHIP. DO YOU WORRY AT ALL THAT WE HAVE PARTISA POLITICS BROUGHT INTO THE MILITARY? THAT WOULD BE A SECRETARY QUESTION, AS WELL FOR YOU, SIR. DO SOMETHING NEED TO BE DONE ABOUT THIS OR DO YOU THINK IT IS OKAY TO JUST LET IT GO ON? WHAT ARE YOUR CONCERNS ABOUT THE EMERGENCE OF PARTISAN POLITICS INTO THE RANKS? >>I WILL TAKE THE QUESTION. AS I ANSWER TO CONGRESS DURING MY NOMINATION HEARING, I HAVE SAID THIS TO SOME OF YOU BEFORE, AS WELL. MY COMMISSION IS TO KEEP THIS DEPARTMENT APOLITICAL. I BELIEVE THIS IS THE BEST WAY TO DO THIS IS FOR THE CHAIRMAN AND I BEHAVING THAT WAY. THE VALUES WE EMULATE WORKED THEIR WAY THROUGHOUT THE FORCE. TO ME, THAT IS THE BEST WAY TO DO IT. WE HAVE RULES AND REGULATIONS THROUGHOUT THE SERVICES THAT SAY YOU CANNOT WEAR POLITICAL ITEMS ON A UNIFORM, ETC. WE WILL CONTINUE TO ENFORCE THOSE STANDARDS. >>Reporter: IF I COULD JUST FOLLOW UP ON AFGHANISTAN FOR BOTH OF YOU, ARE THE TALIBAN WRONG IN SAYING IN 24 MONTHS ALL U. S. TROOPS WILL BE OUT OF AFGHANISTAN? CAN YOU RULE THAT OUT? >>I AM NOT GOING TO MAKE ANY COMMENTS IN REGARD TO THE DIPLOMATIC NEGOTIATIONS GOING ON RIGHT NOW. THEY ARE WHERE THEY ARE. WE CAN LET THIS PLAY OUT AND WE WILL BE ABLE TO ANSWER ALL OF YOUR QUESTIONS IN REGARD TO AN AGREEMENT, IF THERE ENDS UP BEING ONE. >>Reporter: EXCUSE ME. >>ONE THING I WOULD EMPHASIZE, THE SECRETARY AND I HAVE TALKED ABOUT THIS MANY TIMES. SOME OF YOU MAY NOT HEAR THIS WHEN YOU HEAR BITS AND PIECES THAT APPEAR TO BE MOSTLY SPECULATION. THE ONE THING THAT HAS BEEN CLEAR IN KABUL OF OUR MEETINGS IS THAT ANY AGREEMENT WILL BE CONDITION BASED. THE PRESIDENT HAS BEEN VERY CLEAR ABOUT AFGHANISTAN NOT BEING A SANCTUARY FROM WHICH WE CAN BE ATTACKED AND THAT THIS WILL BE DONE IN CONJUNCTION WITH THE AFGHAN LEADERSHIP. >>Reporter: JUST A FOLLOW-UP, YOU WERE THE TOP COMMANDER THERE AND USED TO DEAL WITH THE AFGHAN GOVERNMENT. THE AFGHAN GOVERNMENT HAS FELT LIKE THEY HAVE BEEN LEFT OUT OF THIS WITH THE TALKS. DO THEY HAVE LEGITIMATE CONCERNS? >>I WILL LEAVE IT TO THE STATE DEPARTMENT TO SPECIFIC CHARACTERIZATIONS. I HAVE MET WITH THE MINISTER OF DEFENSE, THE MINISTER OF INTERIOR AND ENGAGED WITH THE AFGHAN LEADERS IN COUPLE. IT WAS VIRTUALLY EVERY DAY TO MAKE SURE THIS TRANSPARENCY IN THIS NEGOTIATION AND I VIEW ANY AGREEMENT THAT WOULD BE PENDING IS SOMETHING WE ARE DOING WITH, NOT TOO, THE AMERICAN THE AFGHAN PEOPLE. >>Reporter: AS ISRAEL EXPANDS ITS TARGETS INSIDE IRAQ AND LEBANON, CAN YOU HELP US UNDERSTAND THE LEVEL OF YOUR CONCERN ABOUT THE POLITICAL BLOWBACK FOR U. S. TROOPS AND THE IRAQI POLITICAL ENVIRONMENT AS A RESULT OF THE STRIKE? MR. CHAIRMAN, THE MILITARY HAS LONG BEEN CONCERNED ABOUT, QUIETLY CONCERNED ABOUT THE IMPACT THE STRIKES COULD HAVE ON THE SECURITY OF U. S. FORCES IN THE REGION. CAN YOU SPEAK TO THAT, PLEASE? >>THE FIRST PART, I WILL SAY OBVIOUSLY WE ARE IN A ROCK AT THE INVITATION OF THE IRAQI GOVERNMENT AND WE ARE THERE FOCUSED ON WORKING WITH AND THROUGH THE IRAQI FORCES TO EXECUTE THE D ISIS CAMPAIGN. THAT IS WHERE WE ARE FOCUSED. WE ARE CONCERNED ABOUT ANYTHING THAT MAY IMPACT OUR MISSION, RELATIONSHIP OR FORCES. >>A STATEMENT THAT CAME FROM THE DEPARTMENT OF DEFENSE MADE A POINT OF DISTANCING THE U. S. FROM SOME OF THESE OPERATIONS. IT PUT A FIRE POINT ON IT THAT THE U. S. REALLY WANTS TO STAY AWAY FROM. >>WE REMAIN FOCUSED ON SUPPORTING IRAQ AND SUPPORTING OUR FORCES IN IRAQ TO GO AFTER ISIS. >>GORDON, AGAIN, ALL OF OUR OPERATIONS ARE CONSISTENT WITH THE AGREEMENTS WE HAVE WITH THE IRAQI GOVERNMENT. ALL OF OUR OPERATIONS ARE IN CONJUNCTION WITH THE IRAQI SECURITY FORCES FOCUSED ON ISIS. WITH REGARD TO FORCE PROTECTION, WE ASSESS FORCE PROTECTION THROUGHOUT THE REGION VIRTUALLY EVERY DAY. GENERAL MacKENZIE IS IN CONSTANT DIALOGUE WITH THE SECRETARY AND I ABOUT THE NEED FOR FORCE PROTECTION. HE MAKES ADJUSTMENTS BASED ON TENSIONS IN THE REGION. HE HAS TO DO THAT. WE ARE NOT. >>Reporter: THERE ARE STILL NEGOTIATIONS WITH THE TALIBAN. THERE ARE ASSURANCES EXPECTED FROM THE TALIBAN THAT WILL NOT BE USED BY AL QAEDA OR TERRORIST ORGANIZATIONS AGAIN. THERE WAS A REPORT LAST MONTH THAT SAID WE NEED A ROBUST COUNTERTERROR CAPABILITY. JUST TO BE CLEAR, DO YOU NEED BOTH THE ASSURANCES AND THE CAPABILITY, EVEN THOUGH WE DON’T KNOW WITH THE CAPABILITY, AT THIS POINT, WOULD LOOK LIKE? IF YOU COULD BOTH ADDRESS THAT. >>I AM NOT SURE WHAT REPORT YOU ARE TALKING ABOUT. LOTS OF REPORTS COME OUT EVERY DAY, AS YOU ALL KNOW. THE STATE HAS A LEAD ON THIS. THE TEAM HAS DONE GREAT WORK. WE HAVE BEEN INVOLVED, AS IS GENERAL MILLER ON THE GROUND, I WILL DEFER TO HIM TO COMMENT ON WHAT HE WANTS TO COMMENT BUT WE WILL NOT GET INVOLVED ON COMMENTING ON A DIPLOMATIC PROCESS. >>Reporter: THAT IS NOT MY POINT. MY POINT IS, DO YOU NEED A COUNTERTERROR CAPABILITY IN AFGHANISTAN? >>I THINK YOU HAVE ANSWERED THAT. >>Reporter: WE HAVE BEEN LISTENING TO A JOINT BRIEFING. WE WILL TAKE A QUICK BREAK. WE ARE TRACKING THE LATEST DEVELOPMENTS OF DORION, WHICH HAS OFFICIALLY BECOME A CATEGORY 1 HURRICANE AS IT IS HEADING TOWARD PUERTO RICO. WE HAVE THE FORECAST AND WILL CHECK IN WITH OUR CREW ON THE GROUND THERE. YOU ARE STREAMING CBSN.
